What is already clear

Nigeria has an active SEC regulatory-incubation pathway for eligible virtual-asset and digital-financial service providers. SEC also maintains public operator directories and continues admitting firms into ARIP under conditional Approval-in-Principle.

That gives companies a more formal route than the earlier period when much activity operated outside clear regulatory channels.

What still needs clarification

The IMF’s 2026 Nigeria assessment identifies the treatment of stablecoin issuers as an area that still requires clearer domestic rules and alignment with emerging international frameworks.

For a serious market entrant, the unresolved items include issuer treatment, reserve and redemption requirements, bank and PSP settlement access, FX interaction and the exact path from incubation to a scalable long-term operating model.
